Open Skill Elevation Council (OSEC) is an origin of Dr. Ambedkar Chintan Samajik Sodh Sansthn (DACSSS), an welfare Society registered in the year 2001 under societies Registration Act 21, 1860 by the Department of Registration Government of Bihar state, India the society bears Registration number 111 of the year2001-02. The societies Registration Act 1860 is a legislation in India which allows the registration of entities generally involved in the benefit of Society -Education, Health. Employment etc. In most Countries with a Parliamentary System of Government Act of Parliament begin as a bill which is a Proposed law and needed to be discussed in the Parliament before it become a law. The societies Registration Act 21,1860 Continues until today being an Act of Parliament When if first enacted on 21st of may 1860. Open Skill Elevation Council (OSEC) came into existence in the year 2019 based on a resolution passed by the Management Committee .

Open Skill Elevation Council (OSEC) is running on the basis of UGC approved under CETTVET scheme by its parent organization .
